The WS-Enumeration spec does not have its own fault action URI, and instead seems to assume the use of the addressing fault: http://schemas.xmlsoap.org/ws/2004/08/addressing/fault

Other specs do have their own fault URI, e.g. WS-Transfer uses:
http://schemas.xmlsoap.org/ws/2004/09/transfer/fault

Moreover, unlike other similar specs, the faults are interspersed in the document, rather than separated out into a separate fault chapter.

Proposal:
Define an new enumeration fault URI:
http://schemas.xmlsoap.org/ws/2004/09/enumeration/fault

Create a new chapter, and collect all the faults there, in a way similar to that used in WS-Eventing.
