In addition to education and research, contribution to society is the university's important mission, Hiroshima University (HU) is committed to contributing to the peace and development of local and international communities, through its collaboration with society and industry.
In addition, through industry-government-academia collaborative activities, HU will enhance its research and educational efforts, and develop entrepreneurial human resources with an international perspective.

HU will take the following actions to achieve the above vision of industry-government-academia collaboration:

HU will take the initiative in building and expanding integrated research infrastructure to promote interdisciplinary innovation (Research Complex).
The University will take the lead to establish the foundation to promote advanced and unique research, in close cooperation with industry and government.
In addition, it will work to muster and nurture entrepreneurial human resources, form industry clusters, create new businesses, and contribute to regional revitalization by developing and expanding networks inside and outside the Hiroshima area.

HU will work to realize open innovation strategies and build an ecosystem that enables the creation of innovation and new industries in a sustainable manner, in collaboration with a wide range of entities, including domestic and international companies, universities, research institutes, and national and local governments.

HU will actively promote collaborative research projects with domestic and international companies, national and local governments, etc. and sponsored research projects commissioned by them, with the aim of resolving concrete issues and creating innovation.
In addition, the University will strengthen its medium-and-long-term, interorganizational cooperative relationships with industry and government, for example, by promoting the conclusion of comprehensive agreements and collaborative research laboratories with them.

HU will work to nurture and secure faculty members, coordinators, etc. who have specialist knowledge and skills in the area of domestic and international collaboration between industry, government, and universities, with the aim of assisting the launch and management of collaborative research and ventures in a sustainable manner and developing human resources who can be active internationally.

In order to ensure the realization of its vision of industry-government-academia collaboration, HU will set quantitative targets according to the actions described above, based on which, the University will proceed with those actions in an effective and efficient manner while consistently sharing the status of progress toward the targets and new information across the entire organization.

HU will make efforts to win industry-government-academia collaborative projects implemented by national government organs, including the Ministry of Education, Culture, Sports, Science and Technology, the Japan Science and Technology Agency, and the New Energy and Industrial Technology Development Organization, and large collaborative research projects with private companies and other organizations, in order to make the University a hub of industry-government-academia collaborative research.

To smoothly proceed with industry-government-academia collaborative research projects, HU will establish offices and laboratories and manage such facilities in effective manner.
The University will work closer with faculty members of its schools/graduate schools, etc. in charge of industry-government-academia collaboration to promote the collection and transmission of information about research seeds and industry needs, and strengthen the system to help specialists and coordinators develop and carry out collaborative research projects.

To encourage new businesses based on the results of its research, HU will create an environment that makes it easier to start new businesses, for example, by providing grants for start-ups and renting out its facilities.
In addition, the University will make active efforts to organize a wide variety of incubation-related programs, including entrepreneur education, Management of Technology (MOT) education, and design thinking education programs, to develop human resources that can make innovation happen.

HU will make efforts to strengthen its management base, by establishing and stimulating the “intellectual creation cycle” of establishing rights for its intellectual assets, increasing licensing revenues from the transfer of its intellectual property rights to domestic and international companies, and using the increased revenues for its new research projects.

HU will work to establish a more effective and efficient risk management system, in order to fulfill its accountability to the public and obviate conflicts of interest, technology leakage, and other possible risks of proceeding with industry-government-academia collaborative projects.

By making the most of its human and intellectual resources, HU will conduct research activities which can help solve problems facing local communities, with the purpose of strengthening its collaboration with local communities.
