prop-118: No need policy in APNIC region

Synopsis Simplify transfer of IPv4 space between resource holders. Ease some administration on APNIC staff, increase database accuracy.

RIPE region has an all around no need policy in IPv4, even for first allocation, transfers do not require the recipient to demonstrate their intended use of the resources .

ARIN, need base for both transfers and resources issued by ARIN.

AFRINIC, need based policy on transfers (not active yet) and resource request from AFRINIC based on needs.

LACNIC, no transfers, need based request.

Out of all these RIR, only ARIN and RIPE NCC have inter-RIR transfer policies, ARIN has made clear in the past that the “no need” policy from the RIPE region would break inter-RIR transfers from ARIN to RIPE region.

31 January 2017 Version 1 posted to the Policy SIG mailing list for discussion.
1 March 2017 Version 1 of the proposal did not reach consensus at the APNIC 43 Open Policy Meeting.
6 March 2017 Version 1 returned to the Policy SIG mailing list for discussion and community development.
14 September 2017 Version 1 of the proposal was presented at the APNIC 44 Policy SIG and did not reach consensus. It was returned to author for further consideration. You can read a summary of the prop-118 discussion.
27 February 2018 The author was uncontactable and did not submit revised proposal. During the APNIC 45 Policy SIG, consensus was reached to change the author to allow for revised proposal to be submitted.
08 August 2018 Version 2 posted to the Policy SIG mailing list for discussion.
17 September 2018 posted to the Policy SIG mailing list for further discussion.
28 February 2019 abandoned.
