Abstract
The synergy between the city and the port area represents an essential component for the sustenance of the economic system of the European Union. In this perspective, ports have been recognised as critical strategic hubs in economic competitiveness, job opportunities and investments. Nowadays, ports as strategic hubs suggest an increase of spaces dedicated to logistics and a high economic, social and environmental impact on cities. The need to define a new process of circular development of the city-port ecosystem considers environmental and social challenges, proposing a circular urban model capable of renewing the relationship between city and port. Starting from the Sustainable Development Goals (SDGs) and Agenda 2030, and the instances of circular development, the research defines an adaptive and multidimensional decision-making process capable of integrating evaluation approaches and tools to deal with complex interactions and conflicts that characterise the city-port ecosystem. The outcomes were focused on evaluating alternative scenarios for the city-port ecosystem of East Naples, in Italy, towards a circular model implementation. The decision-making process supports an accurate reflection on the possibilities of regenerative transformation of a complex context, considering the specific needs of stakeholders and the local community.
