Abstract
The low work quality of safety manager seriously affects the safe operation of airlines, and there are few studies on this issue at present. Through the investigation and SMS audit of airlines, the types of low work quality of safety managers are summarized, and some examples are given. Based on SHELL model, the specific reasons for the low work quality of safety manager are analyzed in detail from five aspects, which are software, hardware, environment, collaboration and safety manager themselves. For these reasons, specific measures to improve the work quality of safety manager are put forward from five aspects, which are cultural construction, clear responsibilities, personnel recruitment, supervision and incentive mechanism, and safety management tools.
