debian/patches: 15 patches to forward upstream

Among the 16 debian patches
available in version 9.3.0+dfsg1-4 of the package,
we noticed the following issues:
15 patches
where the metadata indicates that the patch has not yet been forwarded
upstream. You should either forward the patch upstream or update the
metadata to document its real status.
CVE-2021-42521:
There is a NULL pointer dereference vulnerability in VTK before 9.2.5, and it lies in IO/Infovis/vtkXMLTreeReader.cxx. The vendor didn't check the return value of libxml2 API 'xmlDocGetRootElement', and try to dereference it. It is unsafe as the return value can be NULL and that NULL pointer dereference may crash the application.
testing migrations
This package will soon be part of the auto-libxml2 transition. You might want to ensure that your package is ready for it.
