Created https://github.com/wmde/new-lexeme-special-page/pull/634 to bump the toolchain to node 18, and https://github.com/wmde/new-lexeme-special-page/pull/635 to upgrade the dependencies that are now unblock by the availability of node 18

I think this is in principle done, but I’d like to also update the submodule in WikibaseLexeme, since the build output actually changed this time (a bit).
