Welcome Rainbow Warrior! To start your VA education benefits at UH Mānoa, complete the application steps below.
1. Check Your Program’s Eligibility
The VA has set up lists of programs they have approved for each university, which you can access through their Web Enabled Approval Management System (WEAMS) Institution Search tool. Most importantly, if a program is not listed, the VA will not cover the costs of the program.
2. Apply for VA Education Benefits
Apply for VA education benefits via VA.gov: How to Apply. If approved, you will receive an eligibility letter from the VA.
- If you apply for a GI Bill, you will receive a Certificate of Eligibility (COE) by mail
- If you apply for Veteran Readiness and Employment Benefits (VR&E), you will receive a VR-67 Decision Letter from a Vocational Rehabilitation Counselor
If you are unable to access the online application, call the VA’s Education Call Center and request that an application be mailed to you.
3. Transfer Credit Evaluation
The VA requires you to submit official transcripts from each post-secondary institution you have attended (excluding any UH institution), including military transcripts for Veterans/Service Members, directly to the appropriate Admissions Office for a transfer credit evaluation.
It is your responsibility to ensure timely submission of your official transcripts to determine the number of transferable credits that will be counted towards your degree prior to requesting benefits.

4. Student Responsibilities Form
Complete the Student Responsibilities Form. You must upload your Certificate of Eligibility (COE) or VR&E Decision Letter or Authorization to the form. Once we receive your form, an email notification will be sent to your hawaii.edu email.

- To request a duplicate COE, contact the VA’s Education Call Center or submit an online inquiry using Ask VA
- Post-9/11 GI Bill ONLY – In lieu of the COE:
- Statement of Benefits OR
- Decision Letter (if you applied online)
Chapter 31
- A VR-67 Positive Decision Letter or an Authorization will be provided to you by your VR&E Counselor
5. Check Class Schedule Guidelines
The VA will only pay for certain classes. It is important to prepare your class schedule according to the certification guidelines. Check the Check Class Schedule Guidelines page.

6. After You Register
After you register for classes, you can request certification via the Enrollment Certification Request Form (ECRF). Visit the Request Certification page.
