Welcome
Welcome back to the IPCC Working Group III (WG III) newsletter. This edition comes after the release of the recent WG III contribution (Climate Change Mitigation) to the 6th Assessment Report (AR6) on 4 April.   See below for details about the report release. Also in this newsletter is a roundup of recent outreach and events from WG III Authors, including the UNFCCC meeting of the Subsidiary Body for Scientific and Technological Advice, which recently look place in Bonn, Germany.  Finally, thanks to the huge amount of recent outreach events being undertaken by WG III authors, we are pleased to share with you the new WG III events bulletin
 
Working Group III releases latest contribution to the 6th Assessment Report
The evidence is clear: the time for action is now. We can halve emissions by 2030.

On 4 April, WG III of the IPCC (which looks at Climate Change Mitigation) released the latest installment of the IPCC’s Sixth Assessment Report (AR6).  The report was approved by 195 member governments of the IPCC through a virtual approval session that started on March 21. It is the third instalment of the IPCC’s Sixth Assessment Report (AR6).
 
The report found that in 2010-2019 average annual global greenhouse gas emissions were at their highest levels in human history, but the rate of growth has slowed. Without immediate and deep emissions reductions across all sectors, limiting global warming to 1.5°C is beyond reach. However, there is increasing evidence of climate action. 
 
The report shows that since 2010, there have been sustained decreases of up to 85% in the costs of solar and wind energy, and batteries. An increasing range of policies and laws have enhanced energy efficiency, reduced rates of deforestation and accelerated the deployment of renewable energy. An IPCC press release highlights some of the report's key messages, including:
 
We have options in all sectors to at least halve emissions by 2030
The report finds that limiting global warming will require major transitions in the energy sector. This will involve a substantial reduction in fossil fuel use, widespread electrification, improved energy efficiency, and use of alternative fuels (such as hydrogen).
 
“Having the right policies, infrastructure and technology in place to enable changes to our lifestyles and behaviour can result in a 40-70% reduction in greenhouse gas emissions by 2050. This offers significant untapped potential,” said IPCC WG III Co-Chair Priyadarshi Shukla. “The evidence also shows that these lifestyle changes can improve our health and wellbeing.”
 
Cities and other urban areas also offer significant opportunities for emissions reductions. “We see examples of zero energy or zero-carbon buildings in almost all climates,” said IPCC WG III Co-Chair Jim Skea. “Action in this decade is critical to capture the mitigation potential of buildings.”

The next few years are critical
In the scenarios IPCC scientists assessed, limiting warming to around 1.5°C (2.7°F) requires global greenhouse gas emissions to peak before 2025 at the latest, and be reduced by 43% by 2030; at the same time, methane would also need to be reduced by about a third. Even if we do this, it is almost inevitable that we will temporarily exceed this temperature threshold but could return to below it by the end of the century.
 
“It’s now or never, if we want to limit global warming to 1.5°C (2.7°F),” said Skea. “Without immediate and deep emissions reductions across all sectors, it will be impossible.”

Closing investment gaps
The report looks beyond technologies and demonstrates that while financial flows are a factor of three to six times lower than levels needed by 2030 to limit warming to below 2°C (3.6°F), there is sufficient global capital and liquidity to close investment gaps. However, it relies on clear signalling from governments and the international community, including a stronger alignment of public sector finance and policy.

Achieving the Sustainable Development Goals
Accelerated and equitable climate action in mitigating and adapting to climate change impacts is critical to sustainable development.  Some response options can absorb and store carbon and, at the same time, help communities limit the impacts associated with climate change. For example, in cities, networks of parks and open spaces, wetlands and urban agriculture can reduce flood risk and reduce heat-island effects.

Recent events
Working Group III at the UNFCCC Climate Change Conference in Bonn, Germany

From 6-16 June, experts from WG III’s latest report contributed to the Climate Change Conference in Bonn (SB56), delivering the findings of the report and responding to questions about these findings from Parties and Non-party observers. The IPCC was also represented by experts from WG II, similarly presenting findings from their report on climate impacts and adaptation.  For a full report of SB56, we recommend visiting the IISD Earth Negotiations Bulletin. Here is a summary of the WG III highlights: 

IPCC-SBSTA special event on IPCC WG III
On 08 June, the IPCC-SBSTA Special event sought to unpack the new scientific knowledge and key findings of the latest WG III report. In the three-hour session, experts from WG III delivered the report findings by way of the structure of the Summary for Policymakers. The event was split into four parts and included a Q&A to allow Parties to directly engage with IPCC experts to enhance their understanding of the report. The session was co-chaired by the chairs of the SBSTA and the IPCC. The full event is available to watch online and the presentation can be downloaded here. Part II of the Structured Expert Dialogue
On 08 June, WG III experts presented at the third meeting of the Structured Expert Dialogue (SED). The SED aims to ensure scientific integrity in the UNFCCC process by providing space for focussed scientific and technical exchange of views, information, and ideas in an open and transparent manner. The SED is a formal presentation and dialogue on relevant scientific findings for the Second Periodic Review, which reviews the adequacy of the long-term global goal in the Paris Agreement, and the progress towards achieving it. The long-term global goal is to hold the increase in the global average temperature to well below 2°C above pre-industrial levels and to pursue efforts to limit the temperature increase to 1.5°C above pre-industrial levels.  Experts were invited to respond to questions submitted by Parties in advance of the session in relation to the findings of the WG III report and its relevancy for the Second Periodic Review. Fourteenth meeting of the Research Dialogue
On 09 June, WG III Author Oliver Geden provided a short presentation on Carbon Dioxide Removal in the WG III report. The Research Dialogue provides a setting to discuss needs for climate change research and research-related capacity-building, particularly those of developing countries, and to convey research findings and lessons learned from activities undertaken by regional and international research programmes and organizations. The session aimed to respond to two guiding questions: a) What are the latest research findings and lessons learned, particularly at regional level?, b)What are specific needs for national and regional research and research capacity building for developing countries? Global Stocktake Technical Dialogue
The global stocktake of the Paris Agreement (GST) is a process for taking stock of the implementation of the Paris Agreement with the aim to assess the world’s collective progress towards achieving the purpose of the agreement and its long-term goals.  As part of this process, the GST team ran a ‘Technical Dialogue’ at SB56, involving a number of experts from WG III (Jim Skea, Andy Reisinger, Gabriel Blanco, Sylvia Kreibiehl, Heleen de Coninck, Chuks Okereke). This included a set of Roundtables with expert panels and discussion on the science, and a World Café. The World Café was an informal setting for participants to explore topics across the scope of the GST, in a larger room with several small tables. The setting facilitated interactive exchanges, as participants were able to rotate and circulate, with signals every 30 or 45 minutes. An expert and rapporteur remained at each table. Each table covered thematic areas of the GST.

In her broadcasted interviews, she emphasized “A big part of the solution depends on what we do in urban systems. This includes how urban areas are planned, how energy sources are directed to renewable energy, which materials are chosen for the built environment, and how carbon sinks, the green and blue areas, will be enhanced. Better urban planning, changes in energy and material consumption, the choices of inhabitants living in cities, and electrification based on renewable energy are among prominent solution areas for urban systems. Rapid, deep and sustained emissions reductions are important for realizing net-zero GHG emission targets.” She compared possible outcomes based on the mitigation effort in urban systems, emphasized the linkages of mitigation with the SDGs and the role of shifting development pathways towards sustainability through integrated approaches.

About: An official meeting between scientists and politicians was held in the Swiss Federal Parliament to discuss, explain and inform about the latest reports on climate and biodiversity. The scientific delegation was large and substantial. UNIL was represented by professors Julia Steinberger and Antoine Guisan, two climate experts, as well as professor Samuel Jaccard who participated in the organization of this day.

At the invitation of the President of the National Council, Irène Kälin and the President of the Council of States, Thomas Hefti, the discussions took place under the aegis of the Swiss Academies of Sciences. At the center of the debates were the recent reports of the Intergovernmental Panel on Climate Change (IPCC), published at the beginning of April, as well as the new reports of the World Biodiversity Council (IPBES), which will appear in July.

About: Andy gave the keynote address on 'Opportunities and challenges for emission reductions in agri-food systems' at the Food Nations Global Food Talk “Creating resilient agri-food systems with circularity in mind”.  The event featured opening remarks from HRH Crown Prince Frederik of Denmark and was focused on circularity and climate action. Food Nations patron, HRH Crown Prince Frederik of Denmark, opened the talk with motivating words about how a shift towards a circular approach requires responsive, clever and creative thinking all while protecting the food systems from external shocks: “Now, more than ever, we can benefit from the Danish tradition of finding innovative solutions that can adapt to a changing climate and bring us towards a more sustainable future”, he said. Andy followed up by stating that international markets play an important role to enable the most efficient use of land resources: “International coordination is critical, not just for direct climate change policies, but also in upscaling of climate finance, technology transfer and capacity building”, he said.

About: Siir Kilkis spoke at the "Future of Climate" radio program to provide insight from the recent IPCC report on mitigation. Linking the newest report with those on the physical science basis of climate change as well as impacts, adaptation and vulnerability, she shared findings on possible pathways based on renewable energy, low demand and shifting development pathways towards sustainability. An important emphasis centred on the need for solutions across different areas in synergy from energy to land use and behavioural change as well as the cross-cutting opportunities in urban systems, including integrated urban planning. She underlined the role of co-locating jobs and housing to achieve compact urban form, combining electrification with renewable energy and enhancing carbon sinks to provide multiple benefits to inhabitants, including climate adaptation. The program called out to increase awareness on these opportunities to be able to reach a more sustainable climate future.

About: Minal recently spoke at the Regional Consultation (Europe for the Summary for Urban Policymakers) side event at the ICLEI World Congress in Malmo. Her talk 'Implications of the IPCC AR6 WGIII report for urban areas' was part of the event that looked at the Summary for Urban Policymakers, which is a companion series to the official IPCC reports, distilling the latest climate change science for the urban context.  The initial volume in the SUP series was released in November 2018 at COP23, and distilled the findings from the IPCC Special Report on 1.5°C. The current focus for the SUP initiative is the IPCC AR6 Reports, and will deliver companion reports to the IPCC’s series of three Working Group Reports and one Synthesis Report. The AR6 SUP series will draw upon regional and global convenings of scientists, city officials, and business representatives, to provide a bridge between science, policy and practice. These convenings will help translate relevant and recent climate science to foster urban action"

About: Minal gave a talk at the virtual event 'What the IPCC says about health, and why it is important for COP27', providing an overview of IPCC AR6 WGIII, covering climate mitigation and health with a focus on India. This webinar unpacked the IPCC AR6 reports and the implications of climate action for human health, and the responses needed at COP27 to ensure the benefits of healthy climate action are maximised. It explored how a health lens can help accelerate the urgency of climate mitigation and maximise resilience outcomes.
