Javanese using the Javanese script is not included in CLDR. This means that the HTML q element doesn't have a default assignment for pages using Javanese text in the Javanese script.

The HTML fallback is “ ” for top level quotes, and ‘ ’ for embedded quotes, eg. “ꦲꦏ꧀ꦱꦫ‘ꦗꦮ’”.

Is this appropriate for Javanese written in the Javanese script, or is something else needed? Would ꧊ [U+A9CA JAVANESE PADA ADEG] or ꧌ [U+A9CC JAVANESE PADA PISELEH] and ꧍ [U+A9CD JAVANESE TURNED PADA PISELEH] be a better choice?

In a very brief overview from available digitized Javanese books, it seems that quotation mark is not really used in Javanese text. The closest equivalent, PADA ADEG and PADA PISELEH, can be regarded as both a quotation mark and parenthesis. But I think it would be appropriate to utilize PADA ADEG and PADA PISELEH as you've suggested. In theory, PADA PISELEH would act as the top level quotes like ꧌ꦲꦏ꧀ꦱꦫ꧊ꦗꦮ꧊꧌ or ꧌ꦲꦏ꧀ꦱꦫ꧊ꦗꦮ꧊꧍ but they also have to able to act as a parenthesis in other cases.
