/fixes #775

This pulls some language from the WebGL spec pretty directly to emphasize that we really just want the same behavior. Also has effectively the same non-normative note to indicate that lazy clearing is OK.

(Also fixed some inconsistent casing on a couple of unrelated non-normative notes because it was bugging me.)
