Abstract
The Concentration issue by EU Cohesion Policy started new instances in territorial research according with the objective of improving effectiveness of public choices in local development. The paper, after a review of New Cohesion Policy, describes a process of territorial assessment of ROPs oriented to the analysis of territorial specialization in attracting funds. The process is based on Open Data overcoming the dependence from proprietary data formats and software towards interoperability.
