最近不少用户报告这个问题，大概公司内使用Office2007碰到这样问题的概率在20%左右。最开始在网上搜寻，返回最多的结果都是有关Exchange2007设置的问题。问题的一个特征就是用户的附件很小，根本没有超过服务器设置的上限。而且问题多发生在回复外部邮件的时候
后来确认这是微软Outlook2007的一个bug，1月份出了一个hotfix修正这个问题
When you save or close an e-mail message that contains an p_w_upload in Microsoft Office Outlook 2007, you receive the following error message:
The p_w_upload size exceeds the allowable limit.
Note This issue occurs if the p_w_upload is very small. For example, this issue occurs if the size of the p_w_upload is less than 500 bytes
Additionally, you cannot close the error message dialog box unless you close Office Outlook 2007.
