Today's burgeoning software profoundly sells hardware; and is crucially definable between Free Livre\/Libre Open Source Software (FLOSS) and Proprietary Close Source Software (PCSS). Therefore, this paper argues how and why Turkey has locked-in PCSS, and particularly investigates outcomes and reasons for not using FLOSS in Turkey's state apparatus in order to demonstrate techno-politics of Turkey. The study used secondary sources of data obtained from Turkey's public reports, in particular parliamentary written questions and responses reports generated between 2004 and 2013, and studied by Critical Discourse Analysis. Although Ministries in Turkey have repeatedly declared that there is no obligatory protocol(s) and agreement(s) with PCSS and that there is no vendor lock-in issue as criticized in the media and parliament, the evidence, particularly pragmatic techno-sociological perspective has steered State-Scapegoatism that builds-in Obsolescence and indicates that there is techno-politically protected PCSS's hegemony, particularly Windows monopoly.<\/p>","DOI":"10.4018\/ijossp.2014070102","type":"journal-article","created":{"date-parts":[[2016,4,21]],"date-time":"2016-04-21T15:11:43Z","timestamp":1461251503000},"page":"20-38","source":"Crossref","is-referenced-by-count":0,"title":["Position Paper"],"prefix":"10.4018","volume":"5","author":[{"given":"H\u00fcseyin","family":"Tolu","sequence":"first","affiliation":[{"name":"Recep Tayyip Erdogan University, Rize, Turkey"}]}],"member":"2432","container-title":["International Journal of Open Source Software and Processes"],"original-title":[],"language":"ng","link":[{"URL":"https:\/\/www.igi-global.com\/viewtitle.aspx?TitleId=150450","content-type":"unspecified","content-version":"vor","intended-application":"similarity-checking"}],"deposited":{"date-parts":[[2022,6,1]],"date-time":"2022-06-01T22:19:53Z","timestamp":1654121993000},"score":1,"resource":{"primary":{"URL":"https:\/\/services.igi-global.com\/resolvedoi\/resolve.aspx?doi=10.4018\/IJOSSP.2014070102"}},"subtitle":["Misconceptions & Discriminations in the Software Decision Making Process in Turkey"],"short-title":[],"issued":{"date-parts":[[2014,7,1]]},"references-count":0,"journal-issue":{"issue":"3","published-print":{"date-parts":[[2014,7]]}},"URL":"https:\/\/doi.org\/10.4018\/ijossp.2014070102","relation":{},"ISSN":["1942-3926","1942-3934"],"issn-type":[{"value":"1942-3926","type":"print"},{"value":"1942-3934","type":"electronic"}],"subject":[],"published":{"date-parts":[[2014,7,1]]}}}
