2013 Revised Supplementary Methods and Good Practice Guidance Arising from the Kyoto Protocol (KP Supplement)
In December 2011, the Parties to the Kyoto Protocol to the United Nations Framework Convention on Climate Change (UNFCCC) invited the IPCC to review and, if necessary, update supplementary methodologies for estimating anthropogenic greenhouse gas emissions by sources and removals by sinks resulting from land use, land-use change and forestry (LULUCF) activities under Article 3, paragraphs 3 and 4, of the Kyoto Protocol (KP), related to the annex to decision 2/CMP.7, on the basis of, inter alia, Chapter 4 of IPCC’s 2003 Good Practice Guidance for Land Use, Land-Use Change and Forestry (GPG-LULUCF). The IPCC at its 35th Session in Geneva, 6 – 9 June 2012 decided to produce the 2013 Revised Supplementary Methods and Good Practice Guidance Arising from the Kyoto Protocol (KP Supplement) by the revised target date of October 2013. The Panel also agreed to restrict the scope of the work by not including the original section 4.3 of Chapter 4 of the GPG-LULUCF. On 12 June 2012, the IPCC sent out a letter to governments and international organizations for the nomination of experts for consideration as Coordinating Lead Authors, Lead Authors and Review Editors to contribute to this work. The Task Force Bureau (TFB) of the IPCC Task Force on National Greenhouse Gas Inventories (TFI) selected the Authors and Review Editors based on the nominations aiming for a range of views, expertise and geographical representation.
Work on the production of the KP Supplement was carried out in 2012-13 over four Lead Author meetings and two rounds of reviews followed by a round of written comments by governments. The IPCC Expert Review of the First Order Draft (FOD) took place from 7 January through 3 February 2013. Authors prepared the Second Order Draft (SOD) considering all the comments received in the Expert Review. The Government and Expert Review of the SOD took place from 22 April through 2 June 2013. Authors produced the the Final Draft of the KP Supplement considering the comments received from governments and experts in this round of review that was distributed to governments for submission of written comments from 2 – 29 September 2013. The Overview Chapter of the KP Supplement was adopted and the entire report was accepted at the 37th Session of IPCC held in Batumi, Georgia, 14-18 October 2013.
The KP Supplement was developed in accordance with the "Procedures for the preparation, review, acceptance, adoption, approval and publication of IPCC Reports" and the decision at the 35th Session of the IPCC. Review is an essential part of the IPCC process to ensure objective and complete assessment of the current information. In the course of the multi-stage review process - first by experts and then by governments and experts - both expert reviewers and governments are invited to comment on the accuracy and completeness of the scientific/technical/socio-economic content and the overall balance of the drafts.
